The Department of Parks, Recreation and Neighborhood Services’ Roosevelt Community Center and Southside Community Center opened as Overnight Warming Locations (OWL) from 8:00 p.m. to 8:00 a.m on February 18 and lasting through February 22. The City of San José has opened four OWL sites during periods of inclement weather from December 2017 through April 2018. The OWL uses the following threshold to trigger the activation of one or more sites:
